Indonesian Government Targets June 2024 for Civil Servant Recruitment

The Indonesian government is gearing up to begin the registration process for the 2024 Civil Servant Candidate Selection (CASN) and the recruitment of Civil Servants (CPNS) in vocational schools. Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB) Abdullah Azwar Anas has announced that the CPNS selection process in vocational schools will commence in May 2024, with the government targeting to start CASN registration in June 2024.

This recruitment process has significant implications for Indonesia's civil service workforce, as it aims to address the issue of non-permanent employees and prioritize digital talent. The successful implementation of this process will contribute to a more efficient and effective government, ultimately benefiting the Indonesian people.

A total of 1.2 million formation positions have been approved for the CASN 2024 recruitment, with 427,650 positions allocated to central institutions and 862,174 positions to regional institutions. The Badan Kepegawaian Negara (BKN) is currently verifying the filling of these formation positions by the respective institutions and regional governments. "We hope that the agency will quickly accelerate the filling of its formation details in the BKN system. This includes regional institutions whose filling deadline has actually been extended," stated Minister Anas.

The government aims to recruit a total of 2.3 million civil servants continuously to meet the national need, which will be carried out in stages. President Joko Widodo has agreed to the number of formations for ASN candidates in 2024. Out of the total positions, 1.7 million are allocated to resolve the issue of non-permanent or non-ASN workforce in Indonesia, as the government has prohibited hiring non-ASN employees, as regulated by the ASN Law Number 20 of 2023.

Minister Anas emphasized that the CASN selection process will prioritize transparency and accountability. "The selection process will prioritize transparency and accountability. For example, live scores of test results will be available on the BKN website, so there will be no room for favoritism," he stated. The minister also warned that regional head candidates can no longer make promises regarding the appointment of ASN, as they do not have the authority to appoint non-ASN workers.

Why this matters: The Indonesian Ombudsman had previously suggested postponing the CASN selection in 2024 due to concerns that it could be used as a political commodity during the regional head elections. However, the government has rejected this proposal, stating that from a regulatory point of view, it is impossible to postpone the process. TheCASN selection systemuses a Computer Assisted Test (CAT) to ensure transparency and competitiveness, significantly reducing the politicization gap for CASN recruitment.

The government has allocated 71,643 positions for the human resources needs of the planned new capital city, IKN, including 14,114 civil servant candidates (CPNS) and 57,529 government employees with work agreements (PPPK). The selection process will also prioritize digital talent, with 2,906 formations allocated for IKN and 19,817 formations for regional governments. "Service schools are allocated by considering the challenges of the times. For example, at STMKG, where we face the challenge of climate change. Also, at the National Cyber and Crypto Polytechnic, where digitalization is inevitable, so we need related talents in cyber security," explained Minister Anas.

As the Indonesian government prepares to launch theCASN 2024 registrationand CPNS recruitment process, it remains committed to ensuring a transparent, competitive, and merit-based selection system. The allocation of formation positions across central and regional institutions, as well as the focus on digital talent and the human resources needs of the new capital city, reflects the government's efforts to build a capable and future-ready civil service workforce.
