Despite the Karnataka government providing the land for the project free of cost and contributing 50% of the construction cost, only 33% or 46 km of the 142 km line has been completed so far. The project is now scheduled for completion in 2027, an 11-year delay from its original timeline.

The Congress party has criticized the Modi government for holding up the Rs 5,300 crore grant announced in the Union Budget for the Upper Bhadra Project and the deferment of clearance for the Mahadayi-Kalasa Banduri Nala Project.
